Authentication fails and Access rules not working

The novell bordermanager login screen is displayed and the user attempts to login but the page does not go further.

Also, Access rules are not working, ie. A time restriction as been added to ALLOW users to access the internet after hours without logging in - however the bordermanager login screen is still displayed and user must login.

Any suggestions?
