You do not have to perform any tasks. If you PDC goes down, the BDC will still authenticate users. Infact, even when the PDC is on-line, the BDC should be authenticating users.
You will not be able to certain admin tasks while the PDC is offline. For example, you will not be able to add or modify user or group accounts. If your PDC will be offline for a long period of time, you may want to promote the BDC to the PDC role.
