Auth Prompt for users not allowed access

This is probably a very simple question.

ISA Cache Mode.
Web Proxy Clients.
Protocol Rule to allow any.
Outgoing web request Auth not enabled.
Site and content rules:
(1) allow approved inet users access to all. (Local NT Groups
(2) allow all to certain sites
(3) deny all to certain sites


My question is:
Is there a way to NOT prompt a "non-inet user" for auth if they try and access a site in rule 1 and just send them off to another site?
In rule 3 I have it send them to our intranet site if they try and go to one of the sites listed in the destination set of the deny rule.

Go to ISA managment
Servers And Array
Click on the Server
Properties
Select Incoming Web request
Unselect the box ask unauthenticaded users for identification.
