Audix/Intuity No Cover extension going to wrong call center

Hello, I have several call centers utilizing one audix. I have two clients that has no coverage in their subscriber form. When someone "0's" out of these subscribers, the call is transferred to the wrong call center. The system parameters shows the correct extension for "no coverage" but for these two extensions it is going to a different extension. Where is this setup? I noticed that both of these subscribers are in the same community ID, could this be the problem? If so, how do I look at the different communities?

I believe that the 'community's have only to do with sending messages from one subscriber to another.
Are all the 'zero out destinations'suppose to go to the same extension no mater what location the clients is at?
Are all users at this location that the problem having troubles?

An entry in the "covering extension" field on an individual subscriber screen will over-ride any entry found system parameters features screen, page 3.
