I have a group mailbox that the subscribers would like to have remotely notify their on-call cell phone 24/7.

Yes, but you must set a class of service for outcalling, or custom modify the existing group box, and follow the instructions for setup of the outcalling notification. The only drawback is it will only call one (1) number, so if you rotate oncall personnel you will have to change it for each different user, unless you rotate (handoff) the cell-phone instead.
