Auditing initialization parameters

We have auditors in house who want us to write a procedure which will audit any changes to the database initialization parameters.

Has anyone written anything that can do this keeping in mind the number of ways that these can be changed (init files, spfiles, dynamically via OEM)?

Any ideas would be greatly appreciated.

You could use the Oracle Change Management Pack.
