Audit log for Reporter - who did what

Is there a way to determine what administrative user made changes to a user's mailbox?
In Call Pilot Reporter there is an administrator action report and when run, it just shows Logical Administrator under name.
I have looked in the event browser within CPMGR and I do see when administrators logon to CPMGR, but it doesn't show what was changed.
Thanks.
