Audiocodes MP-1XX FXO Call Forwarding

I have 2 FXOs. Sometimes I have the RJ11 plugged into one and sometimes the other. I would like to use the same digit to access both. Is it possible to have one forward to the other. I tried call forwarding, but without the RJ11 plugged in, I don't think I'm getting a proper busy tone.
 
I'll add a little more information: We have 2 FXOs, A and B. They have different IP addresses and are on the network at all times. There is one dial plan for dialing 9 in the PBX. When you dial 9, your call goes to A. B is set up as a backup for A in the PBX dial plan. The FXOs do not have POTS lines hooked up all the time. The POTS lines could be hooked up to A or to B. Currently, if they are hooked up to B, the calls do not work. We have to unplug power to A to get the PBX to go to B.

I appreciate any help and I'm sorry if I sound stupid. I just don't want to make another access digit, because how would the end-user know whether A or B is hooked up? At the moment, my best and only option is pulling power to A and letting the PBX do the work.
