The ICA server/client does not support video per se.
Since it sends only screen updates, running video over MetaFrame creates massive overheads.
You could try reducing audio quality - high quality audio consumes over 1Mb bandwidth.
Try using a different video format - a more highly compressed codec should produce better results, but remember that MetaFrame is not really designed for this type of work.
Also check for other network traffic, especially broadcasts.
For video over MetaFrame, you'd be advised to investigate Citrix VideoFrame.
