Audience Targeting and Administrative Edit Mode

I have a SharePoint 2010 page that contains a simple web part. The web part is targeted to a specific audience using a SharePoint group. The audience targeting works as expected.
If I log on to this site as an administrator that is not a member of the audience group and then I activate "edit mode" on the page, the web part does not display on the page. However, if I log on to SharePoint Designer and edit the page, the web part does display.
Does anyone have an idea of why SharePoint's doing this and how to fix it?
