Can anyone knows about any helping resource relating to designing a framework to help detect attacks and reduce security threats over a cooperate network ?

Just to add here im running an email server,Database of sql server and internet sharing is done over lan.
 
Do you have a firewall? Sounds like you may need an intrusion prevention or detection system, which is either very costly, or else requires a lot of knowledge of open-source software and the ability to configure it (i.e. Linux, Snort, etc.)
 
If we are talking about Windows Server and Active Directory, you can enable security auditing to log events for failed logon attempts for the Windows security eventlog.

Using 3rd Party Tools like MonitorWare, you can store and analyze the security events for attacks and such stuff.
