Attachments opening as Read Only

Here is a strange problem. I've created a word template and have saved it on a network drive. I also set it up where users can only open it as read only. If they wish to save it they have to give it a new name. Here is the problem. When they use Outlook 98 to send their file as an attachment, it sometimes is received as read only. Since they are saving it under a new file name it shouldn't be read only. I have checked the properties of some of the files that were received as read only. Read only was not checked. Like I said this happens part of the time. I have four users using this template and they all have been instructed how to open it, save it under a new name and send it as an attachment. The strange thing is that most of the time when they send the attachment it is received and opened without it being read only. Any suggestions?
