Attachments Missing in OWA (Exchange 2000)

We have Exchange 2000. When I open my (or any) mailbox with Outlook, I have access to all of my attachments. When I open my mailbox through Outlook Web Access, I see the paper clip indicating an attachment in the inbox, but when I open the message, I don't see the attachment.

Is there some security setting in Exchange that does or does not allow attachments in OWA?

I just realized that some attachments ARE visable from within the messages. The ones that are not visable from within the messages (only show a paperclip in the inbox) have "unsafe" attachments and are not available in Outlook either.
