attachments as a header not in body of message

Dear all,

I have some users who, when they attach a file to an email it appears in the actual body of the message, wherever the cursor happens to be. I also have users who's attachments appear in a separate header below the 'subject' header.
Can anyone advise how you can choose between these two options.
Any advice greatly appreciated

If the Message Format is set to HTML, they appear at the top.

If the Message Format is Rich Text, they can appear in the body.

In Outlook 2003, this setting is shown with a drop-down in the New Mail form. Or you can permanently change it in the options somewhere.
