When attaching a file in Outlook 2000, the file becomes "detached" about 70% of the time. I can see the attachment in the outgoing message (after using the paper clip/attach file icon), but when I hit "send", only the message is sent, not the attachment. Sometimes it works, sometimes it doesn't. Is this an MS Office Binder issue? Should I uninstall and reinstall Outlook 2000?

Are you sending a binder file? Does the recipient have MS Office? This sounds more to me like a problem with the receiver, possibly their email doesn't allow attachments, or doesn't allow them over a certain size. I wouldn't reinstall yet. Try sending some files to yourself first as a test.
