Attachment - Cannot execute command

I have a user who began getting an error message yesterday when he tries to insert an attachment in a new memo. The error says, "Cannot execute the specified command." This happens when he clicks the paperclip icon to attach a file.

Oddly enough, if he replies to an email he can click the icon and attach the file without a problem.

I have replaced his design template but the problem still exists.

Any ideas?

Try deleting all of the temp files
c:\documents and settings\<user>\local settings\temp\*.*
c:\temp\*.*
c:\<OS directory>\temp\*.*

reboot and see if that resolves the issue, otherwise you may need to reinstall Notes as it might have been corrupted.

Have you checked to make sure that his cursor is in the body of the e-mail? I have had several users who could not insert attachments because the cursor was still in one of the address or subject fields. When you replay to an e-mail, the cursor automatically goes to the body.
