Attaching custom menu to an Excel file

I have created an Excel file that I want to distribute to other people. This file also contains a custom menu (not toolbar)that I want to attach to the file when distributing it. I can figure out how to attach a toolbar, but not a menu. Can anyone possibly help me out with this?

I'm using Excel 97.
