Attach a graphic in an email

I have never worked with PHP although I do know html and asp. I don't even know if they are related although I am under the impression that they are.
The graphic designer created an email in Flash where the user can select the color and design for a product. We'd like the user to be able to select a gif or a jpeg from their own hard drive and this picture to be included in the email as an attachment.

I really have no idea where to start except that I was told that I may be able to do it in PHP. Can anyone help me out here a little?
