ATM type 3

Please help clear up this problem.

If a service provider provides ATM type 3 services, I understood that on the Cisco router we set PCR=SCR as you can send permantnently at PCR (hence type 3). Whereas with ATM type 1 the SCR is half PCR.

Is this correct?
