Ative X Security Settings

I recieve &quot; Your current security settings prohibit running Active X controls on this page. As a result, the page may not display correctly.&quot; <br>
I cannot get this msg to go away. It has been popping up everywhere - IE / Outlook (digital dash) / even win 95/98 when viewing folders as web pages.<br>
I have tried adding site to secure/trusterd listing- and i cannot find any switches on proxy.<br>

Does anyone have suggestions as to how to turn this off?<br>
Or how to manually load activeX controls?<br>
