Here are some tips after 4 hrs of troubleshooting. Symptoms: VPU recovery and reset or Screen just goes blank in windows XP - minimum load - vid card ATI 9600XT.
1) Before you install any drivers, let windows find new hardware and cancel the install. Boot to default and scrub for any resident ATI drivers on your system. - then install from the CD or Downloaded latest drivers from ATI.
2) after install check the resolution and REFRESH RATE is the same for windows (display properties/settings/advanced/adapter/list all models) and the ATI drivers in Catalyst tool.
3) if you are at a high resolution and icons are too small, don't set windows DPI to 120 if your using IE as your browser. ( i have no idea why but 120 DPI crashed my card when scrolling web pages)
4) Disable fast write Catalyst has it on by default.
Of course other posts troubleshooting is recommended, i.e check PSU/ card temp, downgrade AGP to 4X, ect. Im not a gamer, but now the card is stable.
