ATA 187 no dial tone

I am using CUCM 8.6 and I have just installed a new model 187 ATA. The ATA has successfully registered and it has been assigned a DN.

I can call the phone attached to it and it can call me.

The problem is that there is no dial tone on the phone attached to line 1. When you go off hook there is nothing but dead air, but you can dial any phone number and it will dial through successfully (phone to phone, local and LD). Is there a setting somewhere in CUCM to turn dial tone on and off???

I have swapped out the phone with another and get the same results.
 
After having a Cisco TAC case open for months they finally figured out that the Mute Progress Tone needed to be set to Disabled. It is located on the device page under Product Specific Configuration Layout.

Months of troubleshooting, 3-ATA's and 7-engineers later.

Only Cisco could name "dialtone" Mute Progress Tone.
