AT&T 945 4 line phone

I am trying to use my ATT 4 line phones on a cisco 2432 IAD with voip pots lines, basically CISCO IAD to 66 block to my att phones. I am getting digits doubled dialed or some digits being ignored, and random phantom ringing. I would like to blame the lec but I had the same problem before with my analog service and these phones. I have returned the phones and got another set of them but it didn't change anything. Any ideas?
 
What happens with a butt set at the 66 block?

What happens with ONE 945 phone at the 66 block with ALL of the inside wire disconnected?
 
With a butt set it dials just fine. I haven't tried with a single 945. I will give it a shot
 
Is the trouble with the double digits happening when dialing using the hands-free speaker?

If it ain't broke, I haven't fixed it yet.
 
Double digits or lost digits happen on the hand set.
 
Sometimes dialing with the hands-free speaker & microphone can cause the double digits. Oh well. Go with TTT's suggestion and post the results.
