I am getting horiziontal lines across my monitor screen It is not a monitor issue because my computer will do this with any monitor I try to use. I am currently using an asus v3800 vid card. I have tried removing the card and re installing it as well as re installing the drivers no luck HELP

I had the same problem with my monitor and video card, I have a Viewsonic 19sn, and a GeForce 2 Ultra 64MB. First I thought it was the monitor doing it and I sent it back in and got a new one, it seemed to work for awhile, and it still does work better. But now I got the lines again once I set it to certain resolutions and refresh rates. So I would just tell you to play around with the resolutions and refresh rates a bit to see if anything changes. If not, then return the graphics card and get a new one. But I'd get some professinal advice first, I'm just a lowly gamer.
