Assistance Involving a Rockwell MDP3858SP-WE V.90 56K modem

I'm having trouble with my Rockwell MDP3858SP-WE V.90 56K modem.
The nature of the problem is that when I start to connect to the internet, the modem will start to dial, then stop. After about 20 seconds, it will resume and dial the number (the number is not dialed before this pause).
I'm not sure if this is linked or not, but I am also experiencing VERY frequent disconnections from the internet - sometimes up to 5 disconnections in one hour. I can assure you that this is not due to my ISP, as this has occurred with numerous ISP's.

Please help me to solve this problem,
