Is it possible to assign extension numbers to IP phones with a file using the MAC address of the phone like Polycom does with their <MAC>.cfg files?

No.
In the early days of IP Office you could fill in the MAC address of the phone in Manager and then it would pickup the extension number but for some mysterious reason Avaya blocked that function.
In some occasions I could change the extension number by fill the IP Address of the station and a different extension number, after a merge and a reboot of the phone it picked up the new number. But in some cases it did not, I am not sure why it does work sometimes and sometimes not.
