Does anyone know if it is possible to give a user the ability to reset domain passwords via group policy in an AD? DC's are all windows 03. Seems that it would be possible but to date have been unable to determine how. Any assistance would be appreciated.
 
I'm unsure if you can through a GPO but if you put the selected users in the account operators group they can (unless it's a domain admin account).

Yes you can do this. Right click ont he OU that holds the user objects. Choose Delegate Authority and follow the Wizard.

I recommend using the Advanced(Custom) option to allow you to choose rights at a very granular level.
