Assign "Language for non unicode programs" setting by user

We have a 2008 ru2 Terminal server that serves two user bases, one in China and the other in India.

The Chinese have a application for reporting taxes that needs to have the system locale (control panel/region and language/administrative/language for non unicode programs) set to Chinese (simplified, PRC), the default setting is English US.

Is there a way to assign this setting by user? Group policy doesn't seem to offer this option.
