Assign new user to old users address book

I had a user go on leave and the temp needs her address book...to edit..modify..also wants it in her name or assinged to her. Need Help.

I don't see what the issue is, the address book is local and therefor should not be access restricted. The temp should be able to edit and add contacts by default. If that is not the case, you might want to check the ACL and ensure that "enforce ACL across all replicas" is not active.
On the other hand, if she just wants to see her name on the icon, you can just edit the database properties and be done with it.
I would do one of the above if the temp is not there long enough to justify creating a new ID file. If the temp does have a personal ID file, then I would install another client on the local machine (in another directory), and set up the account correctly.

If you really do want to "reassigned" the local NAB you can, but that might create problems if you do not assign it back to the original user upon her return.
Basically, you just have to open the local NAB, click the Tools button and choose Preferences. There, put in the temp name as owner of the db, and save. Then assign the user as Manager with all roles, and it should be done.
