Assign call to agent with priority

Dear All,
How I can Assign priority to agent to answer the incoming calls? My scenario is as mentioned below:
Having four agents in a group
1. always call hits first agent the group.
2. if first agent is busy then the call should reach to next agent and then to third and last to fourth.
ie, I have to give least priority for incoming calls to third and fourth agents...
will it possible with IPOCC version 10.1. Please advice me...
