Normally, this is left up to the configuration of the device...eg- when you install a network adapter it may give you the option to set the IRQ & I/O address. However, many PCI devices may not give you this option since they will default to using those resources assigned to the PCI pool.

If you are talking about COM ports, you can add ports using the ports icon in Control Panel and then assign appropriate IRQs and I/O addresses. You can use NT Diagnostics to check which IRQs and I/O addresses are available for use. Be very careful, problems emanating from IRQ conflicts and I/O addresses are difficult to trace.
