Yes, I also notice this. Netscape 4.xx doesn't not really meet the W3C standard.
However, its JavaScript debug browser is much better than that useless popup window from IE.
I mainly use NS 4.xx for JavaScript debug purpose and to ensure my site look pretty much the same on both two main browsers.
For your question, why?. I have no idea. It might have something to do with the platform of your machine.
