ASP.Net Image resize foiled by NETWORK SERVICE Account???

I am trying to create a thumbnail of an uploaded image using ASP.Net but the part of the script responsible for 'getting' the file to shrink is being denied access to the file due I think to the lack of NETWORK SERVICE account.

What is this account as I have never seen it before and any ideas how I can make it so that any new files saved to that folder automatically have the correct permissions?
