ASP Manipulation of Exchange 5.5 1

I am looking for an object to access Exchange 5.5 from web pages. We are automating our system and the last point of contention is that our web pages cannot add or modify users in exchange. It would have to add users to the system and be able to add them to groups and even create groups. Thanks Glen
