ASP from text file

I have a simple asp splash page (default.asp) for my company website that requires constant update to the lower half. For example: Company Operational Status: No Work Tomorrow for Electricians, stay home OR Company Operational Status: Everyone is fired, stay home. The boss would like the ability to change this text from his home or from any internet access site. How can I do this? Very new to ASP.

either you can do it with an include file he can overwrite, or a small DB interface, the include file would be easiest and could be done via ftp

just the filename would always need to be the same and if there's no message, then the file needs to be empty
