ASDM Top 10 Access Rules "Rule 0" Question

I am using the ASDM to manage my ASA5520 Firewall

On the Firewall Dashboard there is a "Top 10 Access Rules" and the rule taking both second and third place on the inside interface is

Rule#0: Source:any, Dest:any, Service: IP, Action: Permit

Now as it is rule 0 I have not configured this, and I would have assumed that unless I specified otherwise, this traffic would be intercepted by the "implicit deny" rule.

All traffic should be directed to a Proxy Server and I can see this rule active,so is rule 0 alerting me to a hole in my firewall that needs plugging.

I have tried capturing traffic and I am only seeing "Proxy" Traffic, so I am a bit stumped
