ASCII Table

I am trying to create an o with two dots above it. I found it on asciitable.com. It is number 148... but this site doesn't have directions as to what I should type in flash to get the character that I want.

Does anyone know how to decode that table?

Use the keypad and when entering the numbers hold down alt key and voula as if by magic your ascii character will appear.

Just press alt+0246 and you`ll have it.
