ASA 5505 will not boot.

Have 5505 that will power up on my desk with two poe devices connected. Everything gets hot (normal) I get solid 48v on c278.
Replaced RAM but when staging it failes to boot.

Any suggestions?

Had a dead unit it was shorted, with no power, measured 8 ohms accross same capacitor. Replacing u-13 cleared short and now working with 48v.
