AS5300 and Pipeline ISDN

We have a cisco AS5300 accepting ISDN calls. We have both the B channels bonded so that the second line comes up when the first fills up. The problem that we are having, is that when both channels are up, incoming calls will not preempt one of the channels and calls are sent to voicemail.

Does anyone know the proper config. on the pipeline to get this to work correctly? Any help would be appreciated.
