AS400 Secure access using ops nav

Within Ops Nav there are two settings for connecting to AS400's Telnet and Telnet over SSL
Is setting up SSL and all the palava of the HTTP server (something i dont want running) the only way of setting up secure connections.
AS telnet sends user info and passwords over the network unencrypted i have some issues here.
There must be another way of doing this than having to set up an http server to allow SSL communication.

i am looking for the equivilent of SSH
