As soon as possible starts BEFORE today?!

My "current date" is set to 2/14/06 in project.

When I change a task to start "as soon as possible" the start date changes to 1/10/06.

How can I tell project that I would like a task started "as soon as possible" but not "before today" ?

You can't.

Click on:
Tools | Options | Schedule-tab

If you set "New tasks start on" to "Project Start Date" then your new tasks will be given an ASAP constraint type and the Start date will be the Project Start Date.

If, instead, you set "New tasks start on" to "Current date" then your new tasks will be given a SNET constraint type and the Start date will be today's date.
