What is an AS Number. Is it used by ISPs to connect to eachother?
 
Autonomous Systems define zones in which a certain company/organisation manages the routing.
It is used in large scale environments. An example of a rouing protocol using AS is BGP (
AS numbers are assigned by IANA if I recall correctly and can not be "self-assigned" (unless you're playing around in the lab, and not talking to Internet)

Since ISP's deal with large address spaces the need complex routing protocols and therefore AS'es
