Scenario: A COBOL data file is not journalled and is used by COBOL programs.

If the data file then has a journal receiver and a journal set up on it, will the COBOL programs need to be altered in order to cope with the journalling, or will they execute without problems (in particular, Update and Delete statements)?

As far as I know, if you have a journalled file then the OS does everything for you, there is absolutely no reason why the journalling should affect the normal day to day running of your code.

All the journal does is keep a track of who/what/when accesses the file and it is separate to evrything else - it should be invisible to any program.
