Artistic filter option is ghosted

I am trying to create popart and am using layer sets for the first time. I want to add the artistic filter cutout but it is now ghosted although I am on the photo layer.

Any suggestions as to what I can do to access the filter? I'm not sure why I can no longer access it as I've used it on a couple of previous layers.

I figured it out--I had changed from RGB to CMYK. Once I switched back, it works!

Why work in CMYK?

Convert to CMYK only as a last step if necessary. Color profiled RGB images can be used in many CMYK print applications.

You'll find that most of the filters require RGB
