Art File Editor

Hi Guys,
You'll probably think this is a stupid question but I do need some help here.
I'm creating art files for a page via MsPaint, then converting it to a JPEG with Windows Imaging.
When I convert it, the graphics colours go a wee bit fuzzy.
Anyways, Im wondering what is the best software for creating art files for sites, and if it's downloadable, where can I get it from?
Any help at all would be very much appreciated.

paint shop pro is a pretty good one, you can get an evaluation version at
