ARS routing over PTP T-1

Well, here is one for you guys. I can't figure out what I am missing. I have a customer who has two systems linked together with a T-1. They are located in the same area code, but local calls for Switch A are long distance for Switch B and vice-versa. I went to the ARS tables and built an area code table. My first entry is 970, my second entry is 686. When a caller from switch A calls the number 1-970-686-xxxx, it should route across the T-1, strip the first 4 digits and make a local call from switch B. Instead, all calls are going to the operator at switch B. My brain as locked up now, so I need some help. It is probably something obvious I am missing, so I am hoping someone can redirect me.
 
Sounds like the call is not first accessing the line pool at B, call is treated as an intercom call on B, extension number is illegal so call goes to the op. ARS table also needs to insert digit "9" or whatever is your pool access code.
 
Man, I bet I forgot to insert a 9 in the ARS table. I will check it out.
