ARS Route for Local Calls only

I have 4 phones on my PBX that need only local calling access. I can not seem to get this to work. Any help on this would be great. Step by step appreciated. Thank you.

example is for 7 digit local calls
You could change Min / Max to 10 for 10 digit local calls and only use one entry for each area code

Give users COR with FRL 1 and all users without access COR with FRL > than 1
Make your LD route patterns use FRL > 1
