I am looking at needing these turned on in my G3Si V12.2. and wondering what is the cost.
I have a offsite office am am setting up with IP Phones and a Multitech gateway. I what to be able to route 911 calls back out of the Multitech as to have that address in the 911 records.

take a look at disp sys cust page 5, "multiple locations" field. if it is set to "y", you have it. if not, it may require upgrade to cm enterprise licenses to have it.
but really your problem can be solved using ars partitioning.
 
Multiple locations is set to "n". How does ARS partitioning work, or is that these locations?
 
OK, I have figured out some of ARS Partitioning. I have time of day Routing and ARS Partitioning but I don't have tenant partitioning which my Little book for basic administration says I need. If that is the case what is ARS partitioning worth without the tenant partition?

I set up a new COR(5) for the group of phones. Set the Time of day chart = 2. Time of day chart 2 looks just like #1 all midnight with PGN 2 instead of 1.
Changed the Stattion to have COR of 5.
Lastly changed the partition route table 1 that PGN 2 should use route pattern 8. Route pattern 8 reroutes that call to my other exetension for testing.
