Fist test-, We unplugged Primary PRI, all calls went to the Secondary PRI, good.
Second test-, We unplugged the Primary Server users can not dial out.
My Distributer Tech Support said the Secondary Server should copy the configuration from the Primary Server.

So you don't have a ARS problem but a system failover problem, that is not the same.
Do you have a IPOSS contract? If yes, call Avaya, if not, buy one and then call Avaya.
Secondary Server doesn't hold a copy of the primary server's config. It just only holds a copy of users, H323 extensions and groups.
Dial plan and ARS have to be configured on every server individually. And not only on the servers but on the expansion systems too.
You have to think about all possible scenarios. Primary server down, secondary server down, link to expansion no 1 down, PRI in expansion no 1 down and so on and have to ensure that in every case a dial route to a working trunk is available.
