ARS For Merlin

To: All Please help an old G3 guy. My company has changed LD carriers and wants all LD traffic to be sent to the local carrier and then PIC'ed to the new LD carrier. I accessed the Merlins (a feat in it self) and printed the ARS report. I see a default Toll output Table with the first entry as pool 5 and the second as pool 70. We also have a SDN where the users dial 5 RNX-XXXX for our SDN network that is NOT changing. If I swap pool 5 and 70 in this defauls toll output table will all 9-1-NPA-NXX-XXXX be handed off to the local provider?
